QLD: Man bashed at pre dawn school fire

A Queensland man was bashed when he tried to stop two people setting fire to a high
school before dawn.

The man told police he disturbed two people as they were setting fire to a building
at the Coombabah State High School in the Gold Coast hinterland at 5am (AEST).

Police say the arsonists ran off and when the man gave chase he was punched in the stomach.

Despite being injured he managed to raise the alarm and fire officers contained the
blaze to the school library which was extensively damaged.

Police with dogs failed to find the suspects.

QLD: Councils drowning in water refrom bills

BRISBANE, April 16 AAP - Local councils were "drowning" in water reforms and needed
more time for consultations, the Local Government Association of Queensland said today.

Acting president Peter Taylor said the state government must allow more time for drafting
the Water Allocation and Management Bill now under discussion.

"At the moment we are drowning in water reform bills and have just come to grips with
the Water and Sewerage Bill and the Water Statutory Authorities Bill," Councillor Taylor
said.

He agreed the state government was under pressure from the National Competition Council
to have the bills passed by the end of June.

"But the consultation process only began last Christmas, effectively slap-bang in the
lead-up to the council elections last month," he said.

The Water Allocation and Management Bill will set the limits for water drawn from rivers,
streams and storage facilities, as well as management guidelines.

Cr Taylor said that following the recent elections Queensland had 41 new mayors and
hundreds of new councillors.

"They need to be brought up to speed and we need at least another month to six weeks
for everyone to be consulted and have their input," he said.

A Brisbane court has been told a high-profile Queenslander facing child sex charges
had a favourite female student when he was a teacher and was seen with his hand up the
girl's dress.

Mr Carleton's wife, Sharon, said she had spoken to her husband and he and the crew were
safe and well.

"We got a phone call last night. It was just to reassure us that they were all right," Ms
Carleton said.

"They were at the hotel expecting to leave the country at midday.

"But he was going to speak to the colonel (at Dili) to see if he could get the decision
reversed."

She said he appeared to be very calm about the situation.

"He sounded fine. He chatted with his son about his soccer scores and all that," she said.

"He knows the country and he's been travelling to and from Indonesia for years."

Her husband would avoid anything that risked the lives of his crew, she said.

CANBERRA, April 8 AAP - The states and territories could refuse to sign off on the GST
unless they were guaranteed all revenue from the tax, Victorian Premier Jeff Kennett said
today.

Mr Kennett, a leading advocate of tax reform, said the promise of receiving all GST revenue
was the basis upon which the states and territories agreed to the tax last year.

"We're already seeing in one aspect the commonwealth is seeking to keep for itself the $250
million in GST revenue which is caught in the FBT net," Mr Kennett told the National Press
Club.

"We will be insisting that all monies raised through the GST are returned to the states and
the territories.

"If that is not agreed upon at this very early but vital stage, then it means the whole
basis on which we've entered into this agreement is being called into question.

"Unless the government can agree to what the states are obviously demanding, it puts a
threat whether the states are going to sign the agreement at all."

CANBERRA, Dec 22 AAP - Southern Queensland grazier Leith Boully (Boully) is to chair the
community group advising the joint government body managing the Murray-Darling basin.

Federal Agriculture Minister Mark Vaile today announced Mrs Boully's appointment to replace
New South Wales central western farmer Clive Thomas, whose term ends next week.

Mrs Boully is director of the Land and Water Resources Research and Development Corporation
and a commissioner of the Australian Heritage Commission.

The community advisory committee includes 21 state representatives chosen from different
catchments of the basin, and special interest groups.

It advises the Murray-Darling Basin Ministerial Council.

Mr Vaile said the community/government partnership was assuming a new importance.

"Governments and communities in the Murray-Darling basin are pioneering new approaches to
cooperation and integrated catchment management," he said in a statement.

Challenges included managing the interim water cap issue and addressing salinity problems.

DARWIN, Dec 9 AAP - Japanese whalers have filed a lawsuit in the United States in a
bid to prevent "acts of violence" by Sea Shepherd activists during this year's hunt.

In a statement Japan's Institute of Cetacean Research (ICR), and Kyodo Senpaku Kaisha
Ltd, which operates the whaling vessels, said they had filed the lawsuit to establish
legal protection of their ships and crews.

"Sea Shepherd has made numerous attempts to foul ships' propellers with ropes, potentially
placing the crews and vessels in extreme danger," the statement read.

It said last whaling season the hunt was cut short because of concerns for the safety
of the crews and vessels.

"Unfortunately Sea Shepherd is escalating its acts of violence and this has left us
with no choice but to file the safety-at-sea lawsuit," the whalers said on Friday.

Each year activists from the Sea Shepherd Conservation Society confront Japanese whalers
in the waters around Antarctica.

They use weapons such as propeller foulers and stink bombs to frustrate whaling efforts.

In the past Sea Shepherd ships and Japanese vessels have collided, although both sides
blamed each other for the strikes.

Spokesman for the whalers, Gavin Carter, told AAP from Washington that the lawsuit
would only target violent activities, and not peaceful protest actions.

He said the lawsuit, filed in the US District Court in Seattle on Thursday (local time)
did not seek monetary compensation from Sea Shepherd, but did seek a permanent stop to
the activists' actions.

Each year Japan's whaling fleet heads south to the Southern Ocean near Antarctica to
conduct so-called "scientific whaling".

The hunt is allowed under a loophole in the International Whaling Commission's ban
on commercial whaling.
